The historic neighborhoods are the opposite case, with original wood sash that is often repairable, non-standard openings, and paint layers whose age governs how the work may be carried out.

On a designated property, review can extend to sash configuration, material and profile rather than merely to thermal performance, which can change the recommendation from replacement to repair.
